Frihet kontra HDI

FN:s utvecklingsprogram UNDP gav precis ut en rapport (pdf, 12,1 MB) gällande HDI - Human Development Index - alltså i stort hur trivsamt det är att bo i olika länder, baserat på grundkriterierna: medellivslängd, läskunnighet, vidareutbildning och köpkraftsanpassad BNP per capita (sid 240 i rapporten).

Island tog en förstaplats, Sverige en sjätteplats och Sierra Leone plockade en föga hedervärd sistaplats av 177 rankade länder - hela tabellen finns på sidan 244 i rapporten.

Freedom House ger varje år ut ett frihetsindex, baserat på politisk och civil frihet enligt definitionerna:

Politisk frihet: Countries and territories that receive a rating of 1 for political rights come closest to the ideals suggested by the checklist questions, beginning with free and fair elections. Those who are elected rule, there are competitive parties or other political groupings, and the opposition plays an important role and has actual power. Minority groups have reasonable self-government or can participate in the government through informal consensus.

Civil frihet: Countries and territories that receive a rating of 1 come closest to the ideals expressed in the civil liberties checklist, including freedom of expression, assembly, association, education, and religion. They are distinguished by an established and generally equitable system of rule of law. Countries and territories with this rating enjoy free economic activity and tend to strive for equality of opportunity.

Och naturligtvis är det ju intressant att samköra rapporterna för att se om livet i frihetligare samhällen skiljer sig från mer auktoritära stater.

Här är genomsnittet av politisk frihet och civil frihet, och plottat mot placeringen i HDI-tabellen [samtliga diagram klickbara för förstoring]:Alltså en tydlig ansamling av topplaceringar i de mest fria länderna. Landet som ligger på 102:a plats i HDI trots toppranking i båda frihetskategorierna är Kap Verde och landet som ligger på 51:a plats trots bottranking i båda frihetskategorierna är Kuba.

Nedbrutet per snittvärde frihet:Indelat i Freedom Houses kategorier ('Free' är snittvärde upp till 2,5, 'Partly Free' motsvarar 3 till 5 och 'Not Free' är över 5):Det vore intressant att se hur mer auktoritärt orienterade debattörer tolkar siffrorna. Jag antar att de fokuserar på att HDI bättrar sig efter 6 i snittfrihetsvärde, så att det fortfarande finns hopp för totaliarismen. Och dessutom placerade ju sig Kuba relativt fint trots ofriheten.
